答案：In order to protect Western Europe from possible Soviet expansion, the United States decided to offer these countries economic aid. This later came to be called the Marshal Plan as it was announced by Secretary of State Gorge Marshall in June 1947. The U.S. poured into Europe a total of 13 billion dollars from 1947 to 1952 and the production of these countries began to recover and show signs of development.
